두번째의 KDI-Harvard 공동연구는 1990년대 후반 『Harvard Studies in International Development』시리즈내 총3권으로 출판이 되었는데, Jeffrey D. Sachs 소장과 차동세 원장이 추진한 연구성과이다. 이 시리즈에서는 특히 1973년부터 1979년까지의 중화학산업정책에 대한 연구가 집중적으로 강조되었고, 70년대 후반과 80년대 초 거시경제적 조정과 1980년대의 노동관리관계에 대해서도 집중 조명되었다.
